It's the "Target Indicator" - as per Goldsmith's "Grand Old Lady" page 487:
"World War II saw the introduction of a handy gadget described as a target indicator, which was used simultaneously by two men. It was sighted and held on the target by the first man, and the other, by sighting through its second "set of sights" would know exactly which target the first man was indicating. The target indicator was inexpensive to make, compact, and light, and was thus an ideal piece of auxiliary military equipment. It was primarily issued to Vickers gun sections, but other arms such as mortar sections, etc made use of it as well."
