That looks like a Turkish tripod that would have an anti-aircraft extension in it normally.

Depends on whether it has the rest of the tripod with it! There would normally be a larger direction dial and a different direction dial pointer. They're not that common and are a nice addition to a collection. It may well be possible that the Vickers was Turkish used as well but would need to see photos of that too.
